- SNIP Bus Mobile Spay and Neuter is a low-cost spay and neuter clinic on wheels, focusing on under-served, often indigent pet owners in low-income areas. SNIP was created on a grassroots level to help meet the ongoing lack of affordable spay/neuter services to communities in need. We provide ACCESSIBILITY and AFFORDABILITY for our customers. In Kern County, we have a second mobile unit, because the problem is out of control.
